Why are the stickers advertising the services of Mika, Karla, Pati, Juliana, Kakau and Sheilinha (and/or their pimp) placed on the phone body and handset and not in the infrastructurre of the booth itself? Why stickers and not cards that are popular in places like London or Berlin?

Not a bad tactic, really--it's easy to ignore
the more "ambient" advertising placed in and around the booth, but the placement on the handset means you are guaranteed to touch the ad...and in looking before touching, might start thinking...

I good tactic for the spammer.

I'm guessing its because the rest of the booth is cleaned with high pressure jets of water or something similar.
