Notification of bike parking violations. Tokyo above, Chengdu, below. Which is more practical? efficient? noticed by the violator? noticed by the other membes of society? noticed by the peson who enforces violations?

The chalk one may be less obvious but is more likeky to make you stop -- no one wants to be getting chalk on their arse all the time!

Jyväskylä, a small finnish town uses similar system;
The Notifications were plastig padges, and they were
strapped to the bike with heavy duty plastic straps. Those that are used for as ad-hoc handcuffs. You need a pocket knife or similar cutting tool to detach them. Those badges worked as a social punishment; since you normally could not detach them by hand everyone could see that you have recently parked your bike illegally. Naturally, some people considered those as social rewards, and started collecting them.
