The North Korean spy hot line? I cannot see it from the picture. When I was in Seoul, I was looking for this kind of poster, but never made it.

According to our local Korean guide - the phone number 111 was to report suspicious (North Korean spy) activity. My impression was that the number is somewhat depreciated.
